The finance minister acknowledged that the subsistence minimum in Ukraine does not reflect actual expenses
The subsistence minimum in Ukraine currently does not reflect people’s actual needs, and it is practically impossible to live on the amount stipulated by law. Finance Minister Serhiy Marchenko made this statement during the Verkhovna Rada’s consideration of the 2027 draft state budget.
In the budget proposal, the government suggests setting the subsistence minimum at 3,559 UAH per month. That’s less than 120 UAH per day, which a person must use to pay for food, utilities, medicine, and other basic expenses.
“Our current subsistence minimum truly does not meet real needs,” Marchenko acknowledged.
He also noted that it is virtually impossible to live comfortably on this amount. According to the minister, the subsistence minimum is currently used primarily as a reference indicator, since various social benefits are tied to it.
Marchenko identified one of the government’s goals as the gradual decoupling of other benefits from the subsistence minimum. After that, he said, it will be possible to determine the actual level of the subsistence minimum that corresponds to the population’s real expenses.
