In the Kyiv region, lawmakers prematurely terminated the term of office of the 75-year-old community leader
Members of the Voronky Village Council in the Boryspil District of Kyiv Oblast passed a vote of no confidence in the 75-year-old village head, Lyubov Cheshko, and terminated her term early. On September 15, 19 council members supported the decision, while three voted against it.
The decision was adopted on September 15 during the third plenary meeting of the 57th regular session of the village council. To terminate the head’s powers early, at least two-thirds of the votes (16) from the total membership of the council were required.
Among the grounds cited by the council members were systematic failure to fulfill official duties, violations of legal requirements regarding the management of community property and finances, and disregard for village council decisions.
In addition, they cited a failure to respond to council members’ inquiries, a lack of proper reporting to the local community, noncompliance with requirements for convening sessions, and the unilateral adoption of certain decisions regarding the management of community affairs.
According to the council’s decision, Cheshko’s term of office ended on September 15. The duties of village head have been temporarily assigned to Vitalia Spys, secretary of the Voronky Village Council. She will perform these duties until a new community leader is elected.
The council secretary must also send a copy of the decision to the relevant state authorities to resolve the issue of scheduling special elections.
Yulia Semenova, a member of the Boryspil District Council, noted that a decision of this nature was only the second such case in the district since independence. “The vote of no confidence by council members against Lyubov Cheshko, head of the Voronky community, is the second such case in the Boryspil district since independence. The previous instance occurred 11 years ago in the Shchaslyvska Village Council,” Semenova wrote.
A key detail in this story is the length of Lyubov Cheshko’s tenure. She headed the local government for 46 years.
Lyubov Cheshko was born on February 23, 1951, in the village of Dorohinka, Ichnia District, Chernihiv Oblast. In 1980, she graduated from the Gorky Kyiv State Pedagogical Institute with a degree in history education.
From 1970 to 1972, she worked as an after-school program instructor at Kobizhchanska Secondary School No. 2, and from 1972 to 1980, she taught at the Protsivska eight-year school.
In 1980, Cheshko became head of the Protsiv Village Council, a position she held until 2020. Since 2020, she has served as chair of the Voronkyvska Village Council’s amalgamated community. Her term was terminated early on September 15, 2026.
