A former SBI employee, whose assets totaling approximately ₴7 million were confiscated by the High Anti-Corruption Court, has been reinstated to his position

Andriy Chapchay, the former deputy head of a department at the Central Office of the State Bureau of Investigations, has been reinstated at the agency, even though the High Anti-Corruption Court had previously ordered the confiscation of approximately 7 million hryvnias in unjustified assets from him and his wife.

According to Radina, in the summer of 2024, the High Anti-Corruption Court ruled to confiscate the property of Andriy Chapchay and his wife, Yulia Apolonina—who works as a prosecutor in the Vinnytsia region—and transfer it to the state.

The value of the couple’s assets exceeded their legitimate income by approximately 7 million hryvnias.

Among the property at issue were apartments and a parking space in the upscale residential complex “French Quarter 2” in Kyiv.

Chapchay explained the origin of the property as a gift from his wife’s grandmother. At the same time, prosecutors provided evidence that the preliminary purchase agreement for the apartment, advance payments, utility bills, and other expenses were paid by the SBI employee himself.

After the confiscation order took legal effect, Chapchay was dismissed from the State Bureau of Investigation in accordance with the law.

However, as Radina noted, almost immediately after his dismissal, he was reinstated to his position at the agency.

According to documents cited by the lawmaker, on February 12, 2025, DBR Director Oleksiy Sukhachov reinstated Chapchay.

At the same time, the Supreme Court’s decision to suspend enforcement of the confiscation order was not issued until March 7, 2025.

Anastasia Radina also reported that she was unable to find Chapchay’s asset declaration in the electronic registry.

“This may mean that the State Bureau of Investigation did not simply reinstate Chapchay, but appointed him to a position that allows him to remove and conceal his asset declarations,” Radina stated.

The lawmaker submitted a request to the State Bureau of Investigation to determine the grounds for Chapchay’s reinstatement.

In response, the bureau provided her with a document marked “for official use only.”

According to Radina, this prevents her from informing the public of the reasons why the official was reinstated at the agency.

As a reminder, the Appeals Chamber of the High Anti-Corruption Court (HACC) upheld the preventive measure imposed on former Ukrainian Energy Minister Herman Galushchenko. The court rejected the appeals filed by both the defense and the prosecution.
