In Vinnytsia Oblast, a former lawmaker was notified of charges related to assets worth over 36 million hryvnias

A former member of the village council in the Khmilnytskyi District of Vinnytsia Oblast has been charged. According to the investigation, a review of his 2022 financial disclosure statement revealed illicit enrichment totaling over 36.5 million hryvnias and false information amounting to over 31.8 million hryvnias.

This was reported by the National Agency for the Prevention of Corruption.

What the official concealed in his declaration

  • Land: 62 agricultural land plots in Vinnytsia Oblast.
  • Vehicle fleet: 29 vehicles (trucks, passenger cars, special-purpose equipment), including three Mercedes-Benz cars.
  • Real estate: 5 large properties—residential buildings, a gas station, and a pig farm.
  • Cash: 8 million UAH, the legality of which the former deputy was unable to explain.

It is reported that throughout 2022, the official actively purchased property while artificially understating its value in documents:

Land plots: He purchased 47 plots. The contract prices were negligible, but a real market appraisal valued them at 33.9 million UAH.

Luxury cars: one of the three purchased Mercedes-Benz vehicles was registered for 5,000 UAH (actual price – starting at 327,000 UAH), another for 200,000 UAH with a market value of at least 4.2 million UAH. The third car was purchased honestly – for 3.1 million UAH.

Oleksandr Kulyk, a former member of the Ivanivka Village Council from the Batkivshchyna party, was elected several times in a row, starting in 2015. In the 2020 local elections, he even headed the “Batkivshchyna” party list. However, on October 20, 2023, the Ivanivska Village Council prematurely terminated his deputy powers in accordance with his request.

In just one year, the deputy amassed a fortune of 42 million hryvnias. At the same time, his official legal income for this period amounted to only 5.3 million hryvnias. Investigators are charging the suspect with two counts under the Criminal Code of Ukraine: illegal enrichment and providing false information in his declaration. He faces imprisonment.
