In the Vinnytsia region, a former head of the Territorial Mobilization Center falsified mobilization figures
In the Vinnytsia region, the former acting head of the Joint City Territorial Coordination and Support Center was notified of his status as a suspect in connection with the possible entry of false information into the “Oberig” system. According to the investigation, the official attempted to artificially inflate the mobilization plan’s performance metrics.
The pretrial investigation is being conducted by investigators from the Main Directorate of the National Police in Vinnytsia Oblast, while operational support for the criminal proceedings is provided by the Internal Security Directorate of the Armed Forces of Ukraine under the Main Directorate of the Security Service of Ukraine.
According to the investigation, in April 2026, the former acting head of the Joint City Territorial Mobilization Center and Special Operations Unit, seeking to improve the mobilization plan’s performance metrics, entered false information into the registration cards of individuals subject to military service.
Specifically, information was entered into the system claiming that five citizens had been assigned to military units for military service.
At the same time, according to the investigation, these citizens did not actually report to their places of service, were not enrolled in the personnel rosters, and did not perform military service.
To confirm the entered data, the official, according to the investigation, signed orders for the conscription of citizens who had not actually been mobilized.
These documents were subsequently used in reports on the implementation of mobilization measures and the staffing of the Ukrainian Defense Forces.
Thus, the investigation is examining the possible artificial inflation of mobilization figures using data on individuals who did not actually begin military service.
According to a report from the Internal Security Directorate of the Armed Forces of Ukraine, on September 9, 2026, the Investigative Department of the Main Directorate of the National Police in Vinnytsia Oblast added information regarding 10 additional incidents to the Unified Register of Pre-trial Investigations.
These involve criminal offenses under Part 3 of Article 362 and Part 1 of Article 366 of the Criminal Code of Ukraine.
The former official has been notified of suspicion of unauthorized alteration of information in automated systems by a person authorized to access it, as well as official forgery.
He is charged under Parts 1 and 3 of Article 362 and Part 1 of Article 366 of the Criminal Code of Ukraine.
The penalties under the relevant articles provide for up to 6 years of imprisonment.
The Vinnytsia Specialized Prosecutor’s Office for Defense in the Southern Region is overseeing the criminal proceedings.
Law enforcement officials continue to investigate all circumstances surrounding the possible entry of false information into the “Oberig” system and are examining other related incidents.
At the same time, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime until their guilt is proven in accordance with the law and established by a court conviction.
In the Poltava region, an official from one of the Territorial Recruitment Centers (TRC) and a joint venture was exposed; according to the investigation, he demanded $7,000 to help a person subject to military service avoid being wanted and be assigned to a rear unit.

In the Odesa region, two TCC employees demanded thousands of dollars to have someone’s name removed from the wanted list.
