In Vinnytsia Oblast, officials uncovered the embezzlement of 5.6 million hryvnias in hospital procurement
The Vinnytsia Regional Prosecutor's Office has uncovered a large-scale scheme involving the embezzlement of public funds during the procurement of medical equipment for operating rooms.

Officials from medical institutions in the Vinnytsia, Zhytomyr, and Sumy regions were found to be involved in the illegal activities, acting in collusion with representatives of the importing company. The perpetrators artificially inflated the cost of medical equipment through a network of affiliated businesses, after which the difference between the market price and the tender price was siphoned off through intermediaries.
The investigation identified three instances of the scheme being carried out in 2024, resulting in losses to the state totaling over 5.6 million hryvnias. Currently, four individuals, including a representative of the supplier and an authorized official from one of the medical facilities, have been notified of suspicion of embezzlement of property under martial law. During authorized searches, law enforcement officers seized physical evidence confirming the financial fraud. While Russia continues its attacks on Ukraine’s medical infrastructure, internal corruption schemes are undermining hospitals’ ability to provide critical care to citizens. Investigative actions are ongoing to bring all members of the criminal group to justice.
As a reminder, in the Dnipropetrovsk region, embezzlement of over ₴19 million at a defense enterprise was uncovered.
Previously, the NABU and the SAPO exposed an organized criminal group that used fictitious foreign companies to siphon millions from the state-owned concern “Ukroboronprom.” The perpetrators operated between 2014 and 2019 and embezzled over ₴32 million; they attempted to steal another ₴19 million, but investigators intervened.
