Seven TCC employees were caught engaging in fraudulent mobilization in Transcarpathia
In Zakarpattia, law enforcement officials have exposed seven military personnel from the Territorial Defense Command who are suspected of organizing a sham mobilization. According to the National Police, they processed the “mobilization” of 329 people in order to artificially improve their performance metrics.
The Essence of the Scheme
The illegal activities of the officials were documented by operatives from the Strategic Investigations Department in Zakarpattia Oblast, in collaboration with investigators from the regional police’s investigative department.




This past spring, law enforcement uncovered a scheme to artificially inflate mobilization figures at one of the district territorial centers for recruitment and social support. Specifically, the head of the Regional Recruitment and Social Support Center, together with his deputy—the head of the recruitment and conscription department—used their own qualified electronic signatures to enter data into the “Oberig” system regarding citizens who were allegedly called up for military service.
Using the head’s qualified electronic signature, data on the fictitious conscription of 162 individuals was entered into the system. Information regarding another 108 men subject to military service was entered into “Oberig” using his deputy’s electronic signature.
The Scale of the Fraud
After the center’s managers were exposed, law enforcement continued their investigation and identified other employees of the district territorial recruitment and social support center who may have been involved in the criminal scheme. These include the head and operators of the mobilization department and the reserve officers’ registration unit.
Members of the group entered similar false information regarding another 59 men subject to military service. The total number of individuals with identified signs of fictitious conscription currently stands at 329.
In this way, officials artificially inflated mobilization figures: in the system, citizens were listed as having been drafted into military service, although in reality they were not sent to military units. For reporting purposes, they also compiled lists by name of allegedly mobilized individuals who, on paper, were assigned to various military units.
Suspicions
Based on the evidence gathered, five employees of the Regional Military Registration and Enlistment Office and the Specialized Unit were notified of suspicion under Part 3 of Article 28 and Part 3 of Article 362 (Unauthorized actions involving information processed by electronic computers, automated systems, or computer networks, or stored on data storage media, committed by a person authorized to access such information as part of an organized group) of the Criminal Code of Ukraine.
At the same time, the head of the RTCK and SP and his deputy were notified of new charges, taking into account the established organized nature of the group’s activities. Their actions have been classified under Part 3 of Article 28, Part 3 of Article 362, and Part 1 of Article 366 (Official Forgery) of the Criminal Code of Ukraine.
Law enforcement authorities are currently taking steps to complete the pretrial investigation and subsequently refer the indictment against the seven members of the organized group to court.
