The National Police and border guards have uncovered two more schemes involving the illegal smuggling of men subject to military conscription to Moldova and Romania. The organizers offered to bypass official border crossings for $10,500 per person.
The perpetrators communicated with clients exclusively by phone and did not meet in person. Those wishing to leave were required to be ready at all times to cross the border and to have the agreed-upon amount, plus an additional $200 and 3,000 hryvnias for transportation to the border zone.
One of the schemes was uncovered by operatives from the Chernihiv Department of the National Police’s Internal Security Directorate, in collaboration with Chernihiv regional police investigators and internal security officers from the State Border Guard Service. The suspect turned out to be a 28-year-old native of Donetsk Oblast who had previously served in the military.
The man offered conscripts transportation to one of the border regions, an escort, and further assistance in illegally crossing the border. The route involved crossing the Tisa River—clients had to swim across it.
The suspect charged between $7,000 and $10,000 for his services. He asked that the money be transferred in installments to a bank account, and the final cost depended on the complexity of the route and the situation on the ground.
