The NACP has launched a full audit of Herman Halushchenko's financial disclosure statement

On March 16, the National Agency for Corruption Prevention (NAZK) officially launched a full audit of the asset declaration filed by Herman Halushchenko, the former head of the Ministry of Energy and the Ministry of Justice. 

The former government official is currently a suspect in the high-profile “Midas” case, which involves large-scale corruption in the country’s energy sector.

Anastasia Radina, chair of the Verkhovna Rada’s Anti-Corruption Committee, reported that the audit was initiated specifically at her repeated request. 

The first request regarding potentially false information in the former official’s documents was sent to the agency back in mid-January of this year.

One of the key issues in the investigation is the lease of luxury real estate in the center of the capital. 

During a meeting of the temporary investigative commission, Galushchenko claimed that he rented the house for 126,000 hryvnias, although the market value of the property is significantly higher.

This property previously belonged to former Minister of Internal Affairs Vitaliy Zakharchenko and is currently under arrest and in the custody of ARMA. 

Activists found a rental listing for the same house from May 2025, in which the owner was asking 654,000 hryvnias per month.

In addition to the housing issue, investigators’ attention was drawn to the costs of the former minister’s children’s education in Switzerland. 

During the hearing on the preventive measure, Halushchenko stated that these services were paid for by his godfather and a close relative as a gift.

However, such substantial financial “gifts” were not reflected in his annual declaration of assets, which constitutes a serious violation of current legislation. 

The NACP must determine the actual origin of these funds and the legality of their receipt from third parties.

According to official procedure, the full audit will last up to 120 days, with the possibility of extending the deadline by another two months. 

Thus, the final conclusions regarding the former minister’s declaration are expected to be published by July 14 or in early September.

As a reminder, former Minister Galushchenko has prohibited the disclosure of the conditions of his detention in the pretrial detention center.

Additionally, Galushchenko was ordered to post bail in the amount of 200 million hryvnias.
