Regions with the highest number of traffic accidents involving electric scooters have been identified
Over the past year and a half, courts in Ukraine have heard at least 132 cases related to traffic accidents involving electric scooters. These figures are provided by “Babusia,” a search engine for the court registry. The report notes that the highest number of such cases has been recorded in certain regions of the country.
It is noted that in 79% of these accidents, the drivers of electric scooters were at fault—104 cases. In 66 court cases last year and 38 this year, electric scooter riders were found at fault for the accidents.
The highest number of traffic accidents caused by electric scooter riders was recorded in the Odesa region—11 in 2025 and 12 in the first five months of this year. Next are Lviv Oblast (11 and five cases, respectively) and Vinnytsia Oblast (five and four). The top five also include Volyn Oblast (five and three cases) and Kyiv Oblast (seven and one case).
In particular, aside from regions with active hostilities, Chernivtsi Oblast is the only region where not a single court case involving traffic accidents caused by electric scooter drivers has been recorded over the past 1.5 years.
Mostly, courts hear cases involving traffic violations that led to traffic accidents (Article 124 of the Code of Administrative Offenses)—57 cases over the past 1.5 years.

In total, minors were involved in 38 out of 132 cases—that is nearly a third of the cases heard by the courts. If we look only at traffic accidents caused by scooter riders, teenagers were involved in 24 cases—about a quarter of such proceedings. The highest number of such cases over the past 1.5 years was recorded in Vinnytsia Oblast (four), Lviv Oblast (three), and Cherkasy Oblast (three), according to a study by “OpenDataBot.”
As a reminder, following the traffic accident in Vorzel, electric scooters have once again become a topic of discussion.
Meanwhile, the Verkhovna Rada is proposing new rules and fines for electric scooter owners.
