A number of members of the Verkhovna Rada did not receive their salaries last year due to absences from the Rada
Six members of the Ukrainian Parliament did not receive a single hryvnia in parliamentary salary throughout 2025 due to their complete absence from Parliament. Four of them—Artem Dmytruk, Serhiy Shakhov, Yaroslav Dubnevych, and Fedir Khrystenko—are wanted by the authorities.
Oleg Tarasov and Oleksandr Kunitsky, members of parliament from the “Servant of the People” party, also went without a salary in 2025. According to Kunitsky’s declaration, he resides in Canada.
A lawmaker’s base salary, depending on their position in the Verkhovna Rada, ranges from 33,000 to 40,000 hryvnias per month.
In addition to their base salary, parliamentarians may receive allowances for heavy workload, academic degrees, honorary titles, and work involving state secrets.
At the same time, lawmakers’ pay may be reduced for missing votes in the Verkhovna Rada and parliamentary committee meetings.
One of the leaders in terms of the number of absences was Stepan Ivakhiv, a lawmaker from the “For the Future” faction. On average, he received only 904 hryvnias in salary per month.
Meanwhile, “For the Future” leader Ihor Palytsia and “Batkivshchyna” lawmaker Anzhelika Labunska received their salaries even though they were absent from all plenary sessions of parliament throughout 2025.
“CHESNO” speculates that they may have had valid reasons for their absences while still attending meetings of their respective parliamentary committees.
Vadym Stolar, a lawmaker from the “Restoration of Ukraine” faction, also received a salary, even though he missed 95% of the votes in the Verkhovna Rada throughout 2025.
Based on their financial disclosures, it was not possible to determine whether Oleksandr Dubinsky, Yevhen Shevchenko, Nestor Shufrich, and Oleksandr Ponomariov—who are currently in custody—received their salaries.
According to data from the “CHESNO” movement, the average monthly salary of a member of parliament, including allowances, was 60,892 hryvnias in 2025.
Thus, the amount of a lawmaker’s salary in 2025 depended significantly not only on the base salary but also on attendance at plenary sessions and participation in parliamentary committees.
