Norway will maintain its aid to Ukraine at $9 billion
In 2027, Norway will maintain the level of aid to Ukraine at approximately this year’s level—about $9 billion. This includes military, humanitarian, and financial support, which the country plans to provide in accordance with Ukraine’s needs.
According to Sterre, support for Ukraine enjoys broad political backing within Norway. All parties represented in parliament are in favor of it. “Norway’s support will continue; it is backed by all parties in parliament. In 2027, we will maintain aid at the same level as this year—approximately $9 billion,” said the Norwegian prime minister.
He clarified that the aid will cover several areas at once. “This support is broad: military, humanitarian, and financial. It will align with Ukraine’s priorities,” Støre emphasized. In other words, Norway does not plan to reduce its large-scale support for Ukraine next year. The funds are to be directed toward needs that Ukraine will identify as priorities.
Stere highlighted the cost of Ukraine’s resilience
During his speech, the Norwegian prime minister spoke specifically about the price Ukrainians continue to pay as they resist Russian aggression. He noted that when discussing Ukraine’s resilience, one must not forget the daily reality faced by millions of people.
This includes air raid sirens, nights spent in shelters, the dead, funerals, and families separated from one another by the war. Stere emphasized that Norway understands the cost of this struggle and will continue to support Ukraine.
Norway and Ukraine Are Strengthening Their Partnership
The Prime Minister also stated that for Norway, supporting Ukraine is not merely a matter of helping another country. According to him, Ukraine’s recovery and security are directly linked to the security of all of Europe. “Supporting and rebuilding Ukraine is not just aid, but an investment in Europe’s own security,” said Støre.
He also announced that Norway and Ukraine are set to sign a declaration of strategic partnership. The document is intended to cement cooperation between the two countries for the long term. “Later today, Norway and Ukraine will sign a declaration on strategic partnership. It puts our cooperation on a long-term footing. This is a mutually beneficial partnership,” the Norwegian prime minister emphasized.

President Volodymyr Zelenskyy believes that the most active period for diplomatic efforts to end the war will last from the G20 summit in the U.S. until the end of summer 2027. According to him, it is during this time that there will be the greatest opportunities for negotiations that could lead to an end to the war.
