New winter: additional payments for pensioners, changes in fares and employee reservations from December 1
Starting from December 1, a number of changes will be introduced in Ukraine that will affect social benefits, tariffs and mobilization rules. Pensioners will receive a monthly supplement for disabled family members in the amount of UAH 12,971, which will be distributed among the recipients. The maximum amount of accumulated pensions with all supplements will be UAH 23,610. For pensioners living abroad or in the occupied territories, physical identification is required by December 31, otherwise payments may be suspended.

Among the important changes are new rules for booking employees for critical enterprises, which allow employees to be booked even in the absence of military records. Starting December 1, tariffs for Nova Poshta services will also change, including surcharges for courier delivery services, which will affect the cost of shipments.
In addition, the government plans to adopt the State Budget for 2026 with an increase in the minimum wage to UAH 8647 and the launch of the UZ-3000 program, which will allow free train travel during periods of low demand. These changes are aimed at maintaining social stability and economic development under martial law.
