United Nations Secretary-General António Guterres released the official 2025 report on children and armed conflict

The published document officially documented the unprecedented scale of war crimes committed by the Russian Federation against Ukrainian children. 

The main legal conclusion of this comprehensive report is the Russian Federation’s armed forces’ inclusion, once again, on the global list of states and groups that systematically commit grave violations during wartime. 

The Russian army has been on this list for the fourth consecutive year due to confirmed cases of killings, maimings, and massive shelling of schools and hospitals.

The Ukrainian diplomatic mission immediately began preparing a set of measures to hold the aggressor accountable for the identified violations. 

Ukraine’s Permanent Representative to the UN, Ambassador Extraordinary and Plenipotentiary Andriy Melnyk, held an official meeting with UN Secretary-General’s Special Representative Vanessa Fraser. 

The parties discussed the verified findings of the report in detail and coordinated further steps to increase pressure on the Kremlin. Ukraine will insist on the imposition of strict sanctions against Russian military personnel on the international stage.

During the bilateral talks, which took place in New York, Ambassador Andriy Melnyk expressed his deep gratitude to Deputy Secretary-General Vanessa Fraser for her personal contribution to documenting the crimes. 

The Ukrainian diplomat separately noted the importance of her official visit to Ukraine, which took place at his personal initiative in April of this year. 

During her five-day stay in the country, the UN representative was able to see firsthand the devastating consequences of Russian aggression, speak with affected children, and assess the true scale of the humanitarian catastrophe caused by Moscow.

Kyiv hopes that the evidence gathered by the United Nations will help revive the stalled process of repatriating forcibly displaced minors. 

The Ukrainian side expressed hope that, thanks to the efforts of Vanessa Fraser and her team, the process of returning Ukrainian children who were abducted by Russia and forcibly taken from the temporarily occupied territories will get underway in the near future. 

Legally establishing Russia’s status as a systematic violator of children’s rights should serve as an additional lever of influence in international courts.
