Parliament approved the draft of the new Civil Code in its first reading
The Verkhovna Rada of Ukraine has adopted draft law No. 15150 in principle, which provides for a systematic overhaul of private law and a transition to European standards.
Draft Law No. 15150 was supported by 254 members of parliament. The reform aims to move away from Soviet-era approaches and comprehensively reorganize the norms of civil, family, and international private law into nine coordinated books.
The bill introduces a number of innovations to adapt legislation to the digital world, including the legalization of digital codes and pseudonyms for online identification. Children as young as six will be officially allowed to make small purchases independently using bank cards. For businesses, the draft simplifies organizational forms into companies and institutions, and introduces a “derivative suit” mechanism to protect the rights of company owners against unscrupulous management.
The new code places special emphasis on the principle of fairness, including a ban on “contradictory behavior” and the establishment of the right to inherit digital assets and receive reparations. The document also introduces the ability to dispose of reproductive material through a will and expands the list of sources of law to include national customs and local acts. The further implementation of these provisions is intended to resolve contradictions in the laws and enhance the country’s investment attractiveness amid the confrontation with Russian aggression.
Earlier, a new version of the Civil Code of Ukraine was registered in the Verkhovna Rada. The document proposes a comprehensive update of the rules governing private life, property, family relations, business, and human rights protection, particularly in the digital environment.
The Parliamentary Committee on Legal Policy recommended that the Verkhovna Rada adopt the draft of the new Civil Code of Ukraine in the first reading.
