More than a thousand Ukrainians are subject to sanctions imposed by the National Security and Defense Council, according to statistics
As of March 2026, 1,191 Ukrainian citizens are subject to sanctions imposed by the National Security and Defense Council. In total, more than 12,000 individuals from 77 countries are included on the sanctions list.
The largest group consists of Russian citizens—9,242. The average age of a sanctioned individual is 54 years.
Analysts note that 576 individuals hold dual citizenship, and another nine hold triple citizenship; the most common combination is Russian and Ukrainian citizenship, primarily among residents of temporarily occupied territories. Information on citizenship is unavailable for 179 individuals, including former members of the Ukrainian Parliament.
The study showed that some of the sanctioned individuals are engaged in business activities in Ukraine: 217 are registered as individual entrepreneurs. In 2025, sanctions affected 25 active sole proprietors, including Kostyantyn Zhevago, as well as figures involved in the “Mindichgate” scandal, Timur Mindich and Oleksandr Tsukerman. The largest number of sanctioned entrepreneurs are registered in Crimea, as well as in the Donetsk and Luhansk regions, with some in Kyiv.
Regarding the duration of the restrictions, for the majority they are set for 10 years (61%), another 18% are under sanctions for five years, and for 1,914 individuals the sanctions are indefinite. For some individuals, the duration of the restrictions reaches 30–50 years.
Earlier, Ukrainian President Volodymyr Zelenskyy stated that the sanctions policy of international partners has significantly impacted the Russian Federation’s financial capabilities and increased its budget deficit to $100 billion by 2026.
