Across Ukraine, more than 500 customs officers have been reassigned to new positions
A large-scale staff rotation is underway at the State Customs Service. As of early August, 507 officials in 18 regional customs offices had been assigned to new positions.
The transfers involve employees who have held the same positions for a long time. The agency states that the rotation is intended to strengthen oversight and reduce corruption risks.
The “Rotation” automated system is used to carry out the rotation, which randomly generates rotation pairs. This approach is intended to minimize the risks of collusion and corruption.
At the Lviv Customs Office, the rotation affected 45 heads and deputy heads of customs clearance departments at the “Krakovets,” “Rava-Ruska,” “Mostyska,” “Ugryniv,” “Hrushiv,” and other checkpoints.
At the Chernivtsi Customs Office, 27 senior shift supervisors and 8 inspectors were reassigned; at the Kyiv Customs Office, 3 deputy heads and 17 inspectors; and at the Volyn Customs Office, 10 inspectors.
“We are primarily reassigning entry- and mid-level customs officers at key customs posts: state inspectors, senior shift supervisors, and heads and deputy heads of customs clearance units,” explained Vasilevska-Smaglyuk.
The rotation is part of customs reform and is intended to reduce corruption risks and prevent the formation of entrenched informal connections at a single workplace. Customs officers who, over the years of working at a specific customs post, may have developed a wide network of connections are being transferred to other posts.
