PURL raised $6.7 billion for Ukraine over the course of the year

NATO’s PURL initiative has been in place for a year. During this time, 29 countries have joined the program, and total contributions have reached $6.7 billion. Thanks to this mechanism, Ukraine is receiving critically important weapons, including most of the interceptors for the Patriot systems.

 

The Ministry of Foreign Affairs of Ukraine has summarized the results of the first year of the NATO PURL (Prioritized Ukraine Requirements List) initiative. It is through this mechanism that allies coordinate the procurement of necessary U.S. weapons and military equipment for Ukraine, funded by Alliance member states and partner countries.

Over the course of a year, 29 countries have already joined the program. Among them are 26 NATO member states and three partner countries. The total amount of contributions has already reached $6.7 billion, which has made it possible to fund more than ten military aid packages for Ukraine. The Ministry of Foreign Affairs emphasizes that the launch of PURL marked a significant shift in NATO’s approach to supporting Ukraine. For the first time, the Alliance has taken on the coordination of lethal weapons deliveries to the Ukrainian army.

How the PURL Mechanism Works

The PURL program was created to more quickly provide Ukraine with the weapons most needed on the front lines. Under this initiative, NATO compiles a list of Ukraine’s priority needs, after which partner countries finance the procurement of the corresponding U.S. weapons and military equipment.

This mechanism allows for faster decision-making, coordinated procurement, and the avoidance of duplicated aid. Additionally, it enables partners to respond more quickly to changes in the Ukrainian army’s needs.

The Patriot system has become one of the program’s key achievements

The Ministry of Foreign Affairs cites the provision of interceptors for Ukraine’s Patriot air defense systems as one of the PURL’s most important achievements. It is these missiles that are used to destroy Russian ballistic missiles, which regularly attack Ukrainian cities.

According to the Ministry of Foreign Affairs, Ukraine currently receives between 90 and 92% of all Patriot interceptors through the PURL mechanism. The procurement is funded by European countries, which cover the cost of purchasing American weapons for Ukraine. This approach has already proven effective and allows for the steady replenishment of stocks of critically important ammunition.

The Ministry of Foreign Affairs thanked its partners

The Ministry of Foreign Affairs emphasized that the contribution of each participating country helps save the lives of Ukrainians and strengthen the country’s defense capabilities. “We are immensely grateful to all our partners for their support and contributions to the PURL program. This assistance truly saves the lives of Ukrainians and is a manifestation of genuine solidarity with Ukraine,” the Ministry of Foreign Affairs noted.

The ministry also expressed hope that the initiative will continue to operate and that new countries will join it. “We expect this extremely important initiative to continue operating, and we hope to see an expansion of its participant base and further contributions from partners,” the Ministry of Foreign Affairs added.

Over the course of a year, PURL has become one of the key international mechanisms for providing military support to Ukraine. Thanks to the program, the country receives modern weapons necessary to defend against Russian attacks, and international partners can coordinate their assistance more quickly and effectively. In the first six months of 2026, Ukrainians paid 94.2 billion hryvnia in military levies to the state budget. This is nearly 26% more than during the same period last year. The largest amounts came from taxpayers in Kyiv, Dnipropetrovsk, Lviv, and Kharkiv regions.
