The Rada may consider a bill to decriminalize pornography in late May

At the end of May, the Verkhovna Rada may consider Bill No. 12191, which provides for the decriminalization of the creation and distribution of pornographic content between consenting adults.

This was reported by the “Judicial and Legal Gazette.”

The bill was registered back in 2024, but it was not considered for a long time. Now, according to one of the initiators, the bill may be put to a vote on May 28.

The authors emphasize that this is not about legalization, but specifically about decriminalization—that is, amending Article 301 of the Criminal Code so that adults are not held criminally liable for creating or distributing intimate content by mutual consent.

At the same time, criminal liability will remain, as before, for non-consensual pornography, including revenge porn and deepfake content, materials depicting violence, content involving children, or its distribution among minors.

Penalties for pimping, coercion into prostitution, and human trafficking will also remain unchanged.

The bill’s sponsors also point to a legal conflict where the state taxes income from platforms like OnlyFans but simultaneously maintains criminal liability for such content.

Parliament acknowledges that final adoption will depend on securing a sufficient number of votes.

Earlier in Poland, law enforcement detained a 57-year-old man suspected of distributing pornography involving children and animals.

In Kyiv, law enforcement officers exposed a woman and her partner, who are suspected of possessing and distributing pornographic material, including material involving children.
