Police have caught the deputy director of the Yanovsky Medical Center embezzling over 4 million hryvnias
Four individuals have been notified that they are suspected of embezzling public funds during procurement for the F.G. Yanovsky National Scientific Center for Phthisiology, Pulmonology, and Allergology.
This was reported by the Kyiv City Prosecutor’s Office.
Among the suspects are the deputy director of the institution, who was responsible for conducting tenders, as well as representatives of the supplier company and an intermediary.
According to the investigation, the perpetrators organized a scheme to supply medical equipment at significantly inflated prices.
Law enforcement officials established that the illegal activity took place between 2024 and 2025.
The official of the state institution conspired with representatives of a private company to falsify the results of the procurement tenders.
The deputy director coordinated the terms of the tenders, the cost, and the technical requirements for the products with the businessmen in advance. As a result, only a specific commercial entity won the tenders.
The investigation found that the organizers of the scheme fully controlled the public procurement process.
“If another company had won the tender, the procurement officer would have canceled the procurement,” the pre-trial investigation materials state.
Under this scheme, 11 contracts were concluded between the state institution and the supplier.
Under these agreements, specialized equipment and instruments were purchased for the needs of operating rooms.
Specifically, this included an imaging system for thoracic surgery, as well as medical consumables for surgical procedures.
Since all contracts were signed at prices significantly higher than market rates, the state budget suffered significant losses.
