The Verkhovna Rada adopted, in the second reading and as a whole, Bill No. 15579 on amendments to the Law of Ukraine “On the Lease of State and Municipal Property.” The bill, which was supported by 233 members of parliament, is intended to unblock the process of providing real estate for the needs of internally displaced persons.
The adopted amendments provide for the suspension of a specific provision of the law until January 1, 2028. This resolves a legal conflict and restores the ability to transfer entire real estate properties—including houses and dormitories—to legal entities and institutions for a nominal fee of one hryvnia.
As a result, local governments, in cooperation with international donors, will be able to resume housing projects and resettle people who have lost their homes.

The Verkhovna Rada adopted draft law No. 15358 in principle, which establishes liability for operating vehicles that exceed permissible noise levels.
On September 17, the Verkhovna Rada considered the issue of conferring an honorary title on Oleksiy Potapenko, known as Potap. Lawmakers voted to send a request to President Volodymyr Zelenskyy to strip the artist of the title “Honored Artist of Ukraine.” The motion received 198 votes in favor out of the required 226, so it was not adopted.
