Russia is delaying prisoner exchanges despite agreements - Lubinets

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, stated that Russia is hindering the implementation of agreements on large-scale prisoner exchanges. According to him, the exchange process between Ukraine and Russia is being delayed due to the actions and manipulations of the Russian side, despite previously reached agreements.

This was reported by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets.

Russia is stalling the exchanges

"Despite the agreements reached on large-scale exchanges, their implementation is being hindered by the Russian side—due to delays and manipulation," he noted.

Lubinec emphasized that Ukraine, for its part, is taking all necessary steps in a timely manner. In particular, lists of the seriously wounded, the seriously ill, and those who have been held captive the longest are being submitted, and technical details are being worked out.

"We are ready to do this in a single day, and we have demonstrated this on multiple occasions," he emphasized. 

International Institutions

The ombudsman also criticized the work of international institutions, noting that they are failing to fulfill their mandate effectively.

"Against this backdrop, the question arises regarding the effectiveness of international institutions, which still do not provide real protection for Ukrainians in captivity," the statement reads. 
 

OmbudsmanLubinets accused the Red Cross of inaction regarding prisoners of war.

The Coordination Headquarters for the Treatment of Prisoners of War reported that negotiations on an exchange between Ukraine and Russia are ongoing. The Ukrainian side has submitted the so-called “list of 1,000,” compiled based on the length of time people have spent in Russian captivity.

According to Yury Ushakov, an adviser to the Russian dictator, Ukraine and Russia are currently working on lists of people who could be included in the exchange. “Today, the agencies of the Russian Federation and Ukraine are to finalize the lists for the prisoner of war exchange within the framework of the ceasefire. A 1,000-for-1,000 prisoner exchange between Russia and Ukraine could take place fairly quickly if the lists are agreed upon,” Ushakov told Russian media.
