The National Security and Defense Council will review Kyiv's resilience plan

The National Security and Defense Council of Ukraine will soon review Kyiv’s resilience plan and assess the progress made in implementing measures to protect critical infrastructure. 

Russia is constantly refining its air attack tactics, deploying new types of drones and attempting to identify vulnerabilities in Ukraine’s infrastructure.

“We analyze every Russian strike in detail. Our task is to stay one step ahead: to adjust technical solutions, refine our defense approaches, and adapt the system to new threats.” This was discussed at a meeting of the Coordination Center for the Engineering Protection of Critical Infrastructure. Together with relevant ministries, members of parliament, the Recovery Agency, military officials, engineers, and regional state administrations, we reviewed the status of implementation of engineering and technical protection measures, monitored the quality of project execution, and established a system of clear checklists for each facility,” Kuleba noted.

During the meeting, they also discussed the implementation of distributed heat generation projects and ways to strengthen the energy resilience of the regions.

Particular attention was paid to Kyiv. According to the government official, the state has already allocated approximately 10 billion hryvnias for measures to strengthen the capital’s resilience; however, more than 600 MW of capacity still lacks even preliminary design solutions for replacement.

Following the meeting, Kuleba instructed asset managers, project owners, and contractors to coordinate their efforts and provide detailed schedules for the completion of work at all sites where measures have not yet been finalized.

“This issue will be considered separately at the next meeting of the National Security and Defense Council, as will Kyiv’s resilience plan. What matters now is the work on the ground. We are shifting from monitoring the process to monitoring the results,” Oleksiy Kuleba emphasized.

This was announced by Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community and Territorial Development, on Facebook.

As a reminder, the government has not yet approved Kyiv’s “resilience plan” without explaining why, while the capital has already begun implementing some of the measures using its own funds.

The government has allocated 9.2 billion hryvnias to implement regional resilience plans, Prime Minister Yulia Svyrydenko reported.
