The SBU has formally charged, in absentia, the Russian agents who orchestrated the Kalibr missile attack on Zakarpattia in 2025
The Security Service of Ukraine has gathered irrefutable evidence of war crimes committed by four members of the Russian Armed Forces’ high command who organized a missile strike on a civilian facility in Zakarpattia.
Russian military commanders planned an airstrike on a civilian enterprise in the city of Mukachevo, which took place on August 21, 2025.
According to the investigation, Russian forces fired two subsonic “Kalibr” cruise missiles at the company’s buildings. The occupiers launched the missiles from the frigate “Admiral Makarov,” which was in the Black Sea at the time.
As a result of this treacherous enemy strike, 25 local residents sustained injuries of varying severity. In addition, the office, warehouse, and production facilities of the Ukrainian civilian facility sustained significant damage.
Ukrainian law enforcement agencies have identified by name the Russian commanders who directly planned and carried out this terrorist act against the civilian population:
- Sergey Pinchuk — Admiral, Commander of the Black Sea Fleet of the Russian Federation Navy;
- Arkady Romanov — Vice Admiral, Chief of Staff and First Deputy Commander of the Black Sea Fleet of the Russian Federation Navy;
- Vladimir Kuzmin — Rear Admiral, at that time Commander of the 30th Surface Ship Division of the Black Sea Fleet of the Russian Federation Navy;
- Mikhail Titov — Captain 1st Rank, Chief of Staff and Deputy Commander of the 30th Surface Ship Division of the Black Sea Fleet of the Russian Navy.
Based on the evidence gathered, investigators from the Security Service of Ukraine (SBU) notified all four suspects of the charges against them in absentia. Their actions have been classified as violations of the laws and customs of war, committed by a group of individuals acting in concert.
