The price of agricultural land in Ukraine has nearly tripled over the past five years — KSE

Over the five years that the agricultural land market has been in operation, the average price per hectare in Ukraine has nearly tripled—from 30,000 UAH to 87,900 UAH. 

As of July 1, 2021, more than 512,800 purchase and sale agreements had been concluded in the country. 

The total area of land sold reached 1.154 million hectares, and the total value of all transactions amounted to 51.4 billion UAH.

Experts note that while the nominal price increase appears significant, the real increase, after adjusting for inflation, is approximately 25%. This corresponds to a stable average annual growth rate of 4.6%.

Prices vary significantly by region. The highest prices were recorded in Ivano-Frankivsk Oblast—139,000 UAH/ha, Lviv Oblast—123,400 UAH/ha, and Kyiv Oblast—107,100 UAH/ha.

The lowest land prices are observed in the eastern and southern regions, due to security concerns. 

For example, in Luhansk Oblast, a hectare is valued at 24.9 thousand UAH; in Kherson Oblast, at 30.5 thousand UAH; and in Donetsk and Zaporizhzhia Oblasts, at 37 thousand UAH each.

The largest sales volumes occurred in Poltava Oblast (107.6 thousand hectares), Dnipropetrovsk Oblast (94.8 thousand hectares), and Kharkiv Oblast (89.4 thousand hectares). 

The market has fully regained stability following the spring shock of 2022, when access to state registries was temporarily restricted.

The rule allowing legal entities to purchase up to 10,000 hectares of land, introduced on January 1, 2024, did not trigger a rush of demand. The market continues to develop at a moderate and predictable pace.

“Despite the concerns of farmers and landowners, the expansion of access did not lead to an abnormal surge in demand—the number of transactions and the area of land sold grew gradually. Although the absolute peak in activity was recorded in the fourth quarter of 2025—nearly 35,000 transactions covering an area of about 70,000 hectares — by the first quarter of 2026, the figures had returned to the usual 2024 level (26,000–28,000 transactions). “This indicates that the market has stabilized and that buyer and seller activity is predictable,” the study’s authors note.

This is evidenced by the results of an analytical review by the KSE Center for Food and Land Use Research, prepared for the fifth anniversary of the market’s opening.
