Employees of the Uzhhorod Territorial Center for Temporary Accommodation are suspected of torture

The Uzhhorod District Territorial Center for Temporary Accommodation and Social Assistance has documented egregious cases of gross human rights violations, the unlawful detention of citizens, and the use of physical violence against them. 

This was reported by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, on June 4, 2026. The violations, during which conscripts were handcuffed to a ladder, were discovered by representatives of the Commissioner’s Office during a monitoring visit in March, after which all evidence was immediately handed over to law enforcement. Under the procedural guidance of the prosecutor’s office, investigative authorities announced charges against three key figures in the case. 

The acting head of the Uzhhorod Regional Military Registration and Enlistment Office, as well as the head of the military registration unit, are charged with abuse of authority and unlawful deprivation of liberty. At the same time, an instructor at the facility has been officially notified of suspicion of torturing a conscript. Currently, all three individuals have been detained by law enforcement, and the court is deciding on the imposition of preventive measures against them.

Ombudsman representative Andriy Kryuchkov initiated an expanded investigation into the leadership of the Transcarpathian Regional Military Registration and Enlistment Office to determine which members of the command were aware of the torture but deliberately covered up the crimes. Questions have also arisen regarding the military commission of the “West” Operational Command, whose members, for some reason, failed to include obvious and documented violations in their reports during the preliminary internal investigation. Dmytro Lubinets emphasized that punishment is inevitable for all those responsible, regardless of their positions or ranks, stressing that recruitment centers must not become lawless zones, even during wartime. As a reminder, on April 25, the Uzhhorod City and District Court already found the head of the institution guilty of obstructing the activities of the ombudsman’s representative.
