A court fined a TCC servicemember for the lack of video footage during the alert
The Mykolaiv Central District Court fined a servicemember 17,000 hryvnias for failing to maintain continuous video recording while carrying out public notification activities.
According to the Ombudsman, the servicemember was required to maintain continuous recording using a body camera but failed to comply with this requirement. His actions were classified as negligence in the performance of military duty during a state of emergency.
Ombudsman Dmytro Lubinets emphasized that, in accordance with the Instructions approved by Ministry of Defense Order No. 532, representatives of the Territorial Control Center (TCC) and Special Forces (SF) must turn on their body cameras at the start of public alert operations and continue recording until their completion.
Interrupting video recording is permitted only in specific cases, in particular to prevent military facilities or restricted-access information from appearing in the frame.

Earlier, Lubinets reported that there were hundreds of hostages at the Berehove TCC.
Following this, Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported planned disinformation campaigns against the Ombudsman’s Office and himself personally after violations were uncovered during inspections of the TCC and the Joint Forces Operation in Zakarpattia Oblast. According to him, instead of rectifying the violations, “activists” began a coordinated effort to discredit the results of the monitoring visits.
