The government has changed the rules governing the operation of medical facilities during air raid alerts
The Cabinet of Ministers of Ukraine has approved updated rules for the operation of medical facilities based on the level of air threat.
"At the yellow level, medical facilities continue to operate. Full access to shelters must be ensured for staff, patients, and visitors. At the red level, patients and healthcare workers must move to shelters. At the same time, care that would be dangerous to interrupt—such as during surgeries, resuscitation, intensive care, etc.—must continue. Patients who cannot be moved continue to be treated in the safest available areas. Medical care can be provided, medications dispensed, and patients accommodated in shelters and such areas,” Koretskyi wrote on Facebook.
At the same time, emergency medical services are operating continuously. Patients with urgent conditions are being admitted regardless of the threat level. Dispatch centers are answering calls, and ambulance crews are responding to patients.
The government has also ordered enhanced protection for operating rooms, intensive care units, delivery rooms, and emergency rooms, as well as facilities with backup power sources and critical medical equipment.
“Special attention should be paid to areas where patients are located who cannot be moved quickly,” the prime minister emphasized.

In Kyiv, the reconstruction of the Okhmatdyt National Children’s Specialized Hospital, damaged by a Russian missile strike in July 2024, has been fully completed.
