Unity Centers abroad will operate without consular services

Ukrainian Unity Centers abroad will not provide consular services. However, visitors will be able to receive counseling, attend educational programs, and join communities there. The government explains that these centers are intended to help Ukrainians maintain ties with their homeland, rather than duplicate the work of embassies.

 

Ukraine is opening Unity Centers abroad, but it will not be possible to obtain a passport or other consular documents there. This was stated by Minister of Social Policy, Family, and Unity Denys Ulyutin.

According to him, these hubs are not being created as a replacement for consulates, but as a place to support Ukrainians abroad. “We are creating a small Ukraine that does not take on the functions of the Ministry of Foreign Affairs. We will not provide any consular services here,” he explained.

At the centers, people will be able to receive consultations, including from the Pension Fund and the state-owned enterprise “Document.” Non-governmental organizations will also operate there, assisting with issues related to legal residence abroad and returning to Ukraine. The first such center was already opened in Berlin on April 14. It plans to host educational and cultural events, organize training, and create a space for Ukrainians to socialize.

Special attention is being given to families with children. The centers will feature children’s zones, classes, and Saturday schools. Plast, among others, is joining the effort. The minister says these spaces are meant to become “living” places where Ukrainians feel a connection to home. “We want them to understand: the country remembers them,” he noted.

The centers also plan to develop educational and professional opportunities. There will be opportunities for IT training, business consulting, and career development. In particular, representatives of IT communities and projects such as Diya.City will be working there.

According to Ulyutin, the list of services at these centers will change depending on the needs of Ukrainians. The main idea is to provide people with support, opportunities, and a sense of connection to Ukraine, even if they are currently abroad.

Additionally, Ukraine is not conducting any intergovernmental negotiations with Germany regarding the return of Ukrainian men home. This issue is not being raised in Berlin either.
