Unauthorized occupants were found in Zakharchenko's home — ARMA
The National Agency for Asset Tracing and Management has documented the illegal use of seized property—a residential building in central Kyiv known as the Zakharchenko House.
ARMA has already notified law enforcement agencies and initiated the entry of relevant data into the Unified Register of Pre-trial Investigations for prompt action.
This was reported with reference to the National Agency’s press service.
This concerns one of the properties belonging to Vitaliy Zakharchenko—a former Minister of Internal Affairs during the Yanukovych era who is accused of high treason. He is currently in hiding in Russia.
It is reported that on April 1, 2026, during an inspection of the asset transferred to ARMA’s management by court order, it was established that unauthorized individuals were present in the house, using it under a so-called sublease agreement. This “agreement” has no legal force, as the property is under seizure and has been transferred to the Agency’s management with a prohibition on use by third parties.
Thus, this constitutes a deliberate violation of the court decision and the illegal use of the seized asset. “The facts uncovered indicate a criminal offense under Article 388 of the Criminal Code of Ukraine—illegal actions regarding property that has been seized,” the statement reads.
ARMA has already informed law enforcement agencies and initiated the entry of relevant information into the Unified Register of Pre-trial Investigations for immediate action.
The agency emphasizes that any attempts to use seized assets in violation of the law will be strictly stopped, and those involved will be held accountable.
It is reported that once the unlawful actions have ceased, ARMA will ensure the proper and lawful management of this asset in the interests of the state.
An independent external audit of ARMA’s effectiveness has begun.
It was previously reported that the Asset Recovery and Management Agency (ARMA) would investigate the winners of the auction for the sale of 460 hectares of land on the Borzhava mountain pasture in Zakarpattia Oblast, who turned out to be associates of Serhiy Lyovochkin—a People’s Deputy from the Opposition Platform—For Life party and former head of the Presidential Administration under Viktor Yanukovych.
The Asset Recovery and Management Agency refused to sign the auction protocols in the “Prozorro.Sales” system regarding the sale of 460 hectares of land on the Borzhava Plateau.
