The Ministry of Education and Science is reassuring the public regarding students' departure

The Ministry of Education and Science states that there has been no mass exodus of students abroad following the change in exit regulations. On the contrary, it reports steady interest in Ukrainian education and an increase in registrations for the National Multidisciplinary Test (NMT). The ministry says the situation remains under control and shows no signs of a crisis.

The Ministry of Education and Science of Ukraine assures that exit permits for young people have not caused a sharp exodus of students abroad and have not altered the overall picture of the admissions campaign, as despite the war and security risks, Ukrainian education remains a fundamental and priority choice for many young people, even if some of them are physically outside the country.

According to Minister of Education and Science Oksen Lisovyi, the ministry currently sees no critical trends indicating a mass exodus of students or a loss of interest in Ukrainian universities. “We are not seeing any negative impact today; in fact, we are seeing an increase in the number of people registering for the NMT test,” Lisovyi emphasized, noting that the admissions system continues to function stably and that applicant activity is even showing positive trends.

According to the Ministry of Education and Science, approximately 30,000 applications for the National Multidisciplinary Test were submitted by Ukrainians currently residing abroad who have not abandoned their intention to enroll specifically in Ukrainian higher education institutions—a development the ministry interprets as an important signal of maintaining ties with the national education system. “Therefore, there is no trend of a critical exodus of students that would exceed a standard situation,” the minister added, emphasizing that current figures do not go beyond the usual migration dynamics observed in the past.

The Ministry of Education and Science believes that the overall picture indicates continued interest in Ukrainian higher education, even despite the opportunity to study abroad, as well as against the backdrop of the war, which significantly affects the lives and plans of young people.

The issue of students leaving the country and enrolling abroad remains one of the most sensitive in society; however, the ministry has not yet observed any drastic changes that would require emergency decisions or a revision of current regulations.

As a reminder, the Cabinet of Ministers has allocated an additional 350 million hryvnias for the modernization of school cafeterias as part of the state program to develop food infrastructure in educational institutions.

Earlier, the Cabinet of Ministers allocated 1.6 billion hryvnias for the purchase of 460 school buses. Thanks to this subsidy, communities will be able to purchase new vehicles or replace those destroyed as a result of the war.

In the Kharkiv region, six underground schools are under construction, with another 16 such projects in the planning stages.
