Plagiarism was found in the doctoral dissertation of the vice president of Hrinchenko University

In her doctoral dissertation, Alla Shlapak—vice rector of the Boris Grinchenko Kyiv Metropolitan University and a member of the Kyiv City Council—was found to have committed 14 instances of academic plagiarism. 

The work in question is a dissertation titled “The U.S. Economic Strategy in the Paradigm of Global Competitive Leadership,” which she defended on September 20, 2021, at the Vadym Hetman Kyiv National Economic University.

The review was conducted by Svitlana Blagodeteleva-Vovk, chair of the TRON NGO Council and coordinator of the “Dissergate” anti-plagiarism initiative. The primary source of plagiarism was a doctoral dissertation by Natalia Zaritska, defended in 2016. According to the report, the work involved direct copying, paraphrasing, replacing words with synonyms, as well as changing dates and numerical figures while retaining the overall structure of the source material.

The Kiev Time reports this, citing the REPORT on the results of the review of Alla Vasylivna Shlapak’s dissertation for the degree of Doctor of Economic Sciences.

We previously reported that Turuntsev, the rector of Kyiv’s Hrinchenko University, was suspected of plagiarism and corruption.

Ihor Klymenko, former secretary of the National Security and Defense Council, was accused of plagiarizing his doctoral dissertation, which he defended in 2019. According to an analysis by the service “Plagiarism and Fabrication in Scientific Works,” the thesis contained text matches on 51 of 414 pages—representing about 12% of the main text—as well as signs of fabricated results.
