Two illegal casinos were shut down in the Khmelnytskyi region
In Shepetivka and Slavuta, Khmelnytskyi Oblast, law enforcement officers uncovered and shut down two illegal gambling establishments that had been operating in strict secrecy for a long time. The special operation was carried out by police officers under the procedural supervision of the prosecutor’s office.
According to the investigation, the organizers of the underground business carefully concealed the operation of the gambling halls. The premises had no signs or advertisements, and the windows were tightly shut to keep out prying eyes.
Only trusted customers could enter the casinos—by prior arrangement, phone call, or recommendation. To monitor the situation around the establishments, the owners equipped the buildings with video surveillance systems that allowed them to track the presence of outsiders and law enforcement officers.
Operational measures were carried out by investigators and officers from the Shepetivka District Police Department. During authorized searches, law enforcement officers discovered and seized equipment used to organize gambling, as well as other physical evidence.
Specifically, the following were seized:
- monitors and computer system units;
- specialized flash drives;
- software for conducting gambling;
- components of video surveillance and internal recording systems.
All seized property was sent for forensic examination.
Criminal proceedings have been initiated under Part 2 of Article 203-2 of the Criminal Code of Ukraine—illegal activities related to the organization or conduct of gambling and lotteries.

The pre-trial investigation is currently ongoing. Law enforcement officials are identifying all individuals who may be involved in the creation and operation of the underground network, its financing, and the generation of illegal profits from the gambling business.

Earlier, the State Agency of Ukraine PlayCity initiated proceedings to revoke the licenses of the online casino Betking, which operates through the legal entity SLOTS U.A. LLC.
The State Agency “PlayCity” decided to revoke the licenses of two gambling operators following an investigation that revealed their ties to the aggressor country. As a result, the Favbet Casino/Favbet Poker and Billionaire brands are effectively disappearing from the Ukrainian market.
The Commission for the Regulation of Gambling and Lotteries conducted an unscheduled inspection of the SlotCity online casino. Based on the results, the company “All City Games,” which operates under the SlotCity brand, was fined 4.323 million hryvnias.
