In Kyiv, a doctor organized a scheme to help conscripts travel abroad
A 34-year-old doctor from a private clinic in Kyiv is set to stand trial on charges of organizing the illegal smuggling of men of draft age across the state border. He demanded 20,000 euros for his “services.”
This was reported by the Kyiv police.
As law enforcement officials established, the man set up a scheme to help conscripts flee Ukraine by bypassing official border crossings. He was exposed in January by investigators from the Desnianskyi Police Department in collaboration with operatives from the National Police’s Department of Internal Security.
After receiving the illicit payment, the doctor was detained, and under the procedural guidance of the Desnianskyi District Prosecutor’s Office, he was charged under Part 3 of Article 332 of the Criminal Code of Ukraine—organizing the illegal transportation of persons across the state border.
During the investigation, it was revealed that the accused offered his “clients” a detailed escape plan. Specifically, one of the men was to travel to Chernivtsi on his own, check into a hotel, and wait for further instructions. From there, the doctor’s accomplices were to pick him up and transport him to the site of the illegal border crossing.
A mandatory condition was disguise: the “client” had to change into the uniform of a law enforcement officer or border guard to reach the border unimpeded.



The pre-trial investigation has now been completed, and the indictment has already been sent to court. If found guilty, the man faces up to nine years in prison with confiscation of property.
Earlier, a court found a 46-year-old resident of the Kirovohrad region guilty of facilitating the illegal crossing of Ukraine’s state border. Following a public indictment by the Donetsk Regional Prosecutor’s Office, the man was sentenced to seven years in prison with confiscation of property. The sentence also includes a three-year ban on providing logistics services and passenger transportation in border areas.
Recently, the Security Service of Ukraine, in cooperation with the National Police, dismantled eight new schemes for evading mobilization and detained their organizers in various regions of the country.
Additionally, a court ordered the seizure of over 48 million hryvnias from an official at the Environmental Inspection.
