A scheme to falsify disability claims for $20,000 was uncovered in Kyiv and Kharkiv

Under the procedural guidance of prosecutors from the Office of the Prosecutor General, a group of individuals who organized a scheme to falsify disability status for persons subject to military service has been exposed. The fraudsters priced their “services” at 20,000 dollars. 

In exchange for this money, they promised to prepare forged medical documents and influence the decisions of officials at the Medical and Social Examination Commission (MSEC) to obtain a disability classification without legitimate medical grounds.

 

According to the investigation, roles within the group were clearly defined: one of the suspects coordinated the scheme and maintained contact with doctors, another sought out “clients” and collected money, while the third directly accompanied the men to medical facilities to process the paperwork. Law enforcement officials have already conducted 44 searches at the residences of the suspects and doctors, as well as at medical facilities in Kyiv and Kharkiv, during which they seized medical records, phones, computers, and cash.

While analyzing the seized materials, investigators identified at least 30 individuals who may have used this illegal service. Currently, three participants in the scheme have been notified of their status as suspects under Part 3 of Article 369-2 of the Criminal Code of Ukraine. Pre-trial measures have already been imposed on two suspects in the form of detention with the possibility of bail and round-the-clock house arrest, while the matter regarding the third suspect is still being decided. Investigations are ongoing to identify other individuals involved, particularly among medical personnel.
