A petition calling for a complete ban on electric scooter rentals has been filed in Kyiv
A petition has appeared on the Kyiv City Council’s website calling for a complete ban on electric scooter rental services in the capital and for the termination of agreements with all operators. So far, 132 people have signed the petition, while 6,000 signatures are required for it to be considered.
The petition’s author claims that electric scooters pose a threat to pedestrians due to traffic accidents, injuries, and haphazard parking, which often blocks sidewalks, ramps, and subway exits. The petition has 58 days to collect signatures.
The author of the initiative, Kyiv resident Dmytro Kovalskyi, notes that despite thousands of complaints from Kyiv residents to government hotlines and on social media, city authorities have shown no response for years. According to him, small vehicles on sidewalks have become a real threat to the health and lives of city residents.
The petition lists the following as the main causes of this critical situation:
- Systematic collisions with pedestrians: hundreds of accidents resulting in severe fractures, concussions, and hospitalizations of victims (particularly children and the elderly, who are regularly struck from behind);
- Accidents due to failure to follow the rules: widespread instances of two people riding on a single scooter, leading to loss of control and tip-overs;
- Blocked infrastructure: haphazardly abandoned scooters block ramps, subway exits, and sidewalks, making it impossible for people with limited mobility and those with strollers to get around.
“Compromises and memorandums don’t work… Kyiv must do the same. People’s safety comes first,” the statement emphasizes. The author also cited Chernivtsi as an example, where bike-sharing was completely banned in August 2026 due to safety concerns.
Currently, the petition has gathered 132 signatures out of the 6,000 required. As is customary, 58 days have been allotted for collecting signatures.
