A false rumor is spreading online about a law requiring the shutdown of mobile networks during emergencies

The Center for Countering Disinformation under the National Security and Defense Council has officially refuted false claims regarding the existence of “Law No. 395/2026,” which allegedly provides for a complete shutdown of mobile communications during air raid alerts. 

This was reported by the Center for Countering Disinformation (CCD).

No decisions or regulatory acts regarding restrictions on the operations of Ukrainian telecommunications operators have been adopted at this time. 

Such disinformation campaigns are aimed at destabilizing the internal situation in the country and creating artificial panic among the civilian population. 

Hostile sources are attempting to sow distrust in government authorities and emergency alert systems. 

CIP specialists promptly analyzed the manipulative messages and urged citizens to trust only official sources.

Agency representatives explained in detail the legal inconsistencies in the circulating rumors and assured the public that the infrastructure is functioning normally. The actual documents with the numbers cited regulate entirely different areas of government administration. 

The Ukrainian communications system continues to operate normally during any security threats.
