Researchers are now allowed to apply for deferrals through Reserve+
The Reserve+ app has expanded the options for applying for an online deferment from mobilization. Researchers at higher education institutions and research organizations can now use this service. To apply, your employment information must be up to date in the EDEBO database.

The Ministry of Defense explains: to obtain a deferment online, you must have up-to-date information in the Unified State Electronic Database on Education (EDBO) regarding:
primary place of employment;
employment of at least 0.75 FTE;
the right to deferment based on a position in higher education;
employment in a position included in the list of scientific positions.
It is also important that the institution where the person works is confirmed in the USEDB as one engaged in scientific activity and has passed state certification. Additionally, deferrals are available to employees of the Presidium of the National Academy of Sciences of Ukraine, national sectoral academies of sciences, and their administrative bodies.
Deferment in Reserve+, as before, is available to scientific and pedagogical staff and pedagogical staff of institutions of higher, pre-higher, and vocational education, as well as to researchers involved in the educational process.
How to apply for a deferral in Reserve+ online
The online service operates automatically. To submit a request, follow these three simple steps:
Log in to the Reserve+ mobile app.
Find the relevant section: select the category “Higher and Vocational Education Staff, Researchers” and click the submit button.
Wait for a notification: the system will automatically verify your data in state registries and send you a message with the result.
If the information in the EDEBO is up-to-date and meets the requirements, the deferral will be processed automatically.
What to do if the system denies your request
If an error occurs or you are unable to process the deferral online, you do not need to go to the TCC immediately. First, contact your employer (the HR department or the institution’s administration)—most likely, your data in the EDEBO system is outdated and needs to be checked or updated urgently.
"Reserve+" now offers an electronic appointment booking feature for the TCC.
As a reminder, Reserve+ has expanded the list of fines that can be paid online.
