The Verkhovna Rada of Ukraine is currently reviewing a proposal to establish a new central executive body—the Ministry of Human Capital. According to the initiators, the new agency would be responsible not only for supporting internally displaced persons but also for comprehensive programs to protect and repatriate Ukrainians affected by the full-scale war.
This was stated by MP Maksym Tkachenko, according to "Minfin."
Tkachenko noted that the working group has almost completed the preparation of a detailed presentation of the project, which currently has the working title “Ministry of Human Capital.”
Functions of the new agency
The project envisages that the new government structure will systematically cover four main groups of citizens:
internally displaced persons who have remained in Ukraine;
residents of frontline regions;
Ukrainian refugees abroad;
IDPs who are temporarily outside the country.
Tkachenko emphasized that securing housing remains the key challenge.
According to him, millions of Ukrainians whose homes are currently in temporarily occupied territories will be able to return to a normal life only under two conditions:
after the complete de-occupation of their settlements;
if they receive compensation from the state to purchase housing in other regions of Ukraine.
