The Ministry of Defense explained who decides on road closures for the TCC
Decisions regarding temporary road closures during the operation of the Territorial Defense Command and Joint Staff are made by local defense councils. He also noted that all alert teams are equipped with body cameras to document their activities.
“Regarding traffic stops—I’ll answer directly—the decision is made by local defense councils to carry out the mobilization plan,” Gavryliuk said on Friday in the Verkhovna Rada, responding to a question about whether TCC alert teams have the right to block traffic without the appropriate decisions.
Gavryliuk advised contacting the heads of local defense councils to clarify this.
Responding to a question about whether the Ministry of Defense is aware that TCC military personnel are not equipped with body cameras, the deputy minister said: “Practically every TCC has a sufficient number of body cameras.” However, he noted that the number of these cameras does not ensure that every TCC employee has one. “But every alert group has a body camera available,” Gavryliuk assured.
Prime Minister Yulia Svyrydenko noted that martial law sometimes requires restrictions on rights and freedoms. “Indeed, not all TCCs are equipped with cameras (body cameras),” she added.
