The Foreign Ministry explained the granting of diplomatic rank to Stefanchuk
The Ministry of Foreign Affairs of Ukraine explained the reasons for nominating Ruslan Stefanchuk, Chairman of the Verkhovna Rada, for the highest diplomatic rank of Ambassador Extraordinary and Plenipotentiary, and the head of the Diplomatic Academy, Ihor Ostash, to the rank of Envoy Extraordinary and Plenipotentiary of the Second Class.
Foreign Minister Andriy Sibiga sent the corresponding nominations to the President on the occasion of Ukraine’s Independence Day, after which the decree was signed on August 25.
The ministry noted that in considering Ruslan Stefanchuk’s candidacy, they took into account the important role of parliamentary diplomacy in attracting international financial and military aid, ensuring the country’s course toward EU and NATO membership, as well as his contribution to the development of the Crimean Platform and coalitions aimed at holding Russia accountable for war crimes. Regarding Ihor Ostash, the Ministry of Foreign Affairs took into account the activities of the Diplomatic Academy in advancing the professional development of diplomats and conducting scientific research.

Ukrainian President Volodymyr Zelenskyy conferred the diplomatic rank of Ambassador Extraordinary and Plenipotentiary on Verkhovna Rada Chairman Ruslan Stefanchuk. This is the highest diplomatic rank provided for under Ukrainian law. The president signed the corresponding decree on August 25.
Ukrainian President Volodymyr Zelenskyy dismissed Andriy Kuzmenko from the post of Ukrainian Ambassador to Qatar. The head of state signed the corresponding decree on August 25, 2026.
