The Pension Fund of Ukraine explained how to receive a benefit in the absence of subsidies
Ukrainians who are eligible for both a housing subsidy and a benefit may choose one of these forms of government assistance. If the amount of the subsidy awarded is 0.00 UAH, the person may apply for the benefit
“A person who is eligible for both a housing subsidy and a benefit may receive one of these forms of government assistance, at their discretion,” the Pension Fund of Ukraine emphasized.
If the housing subsidy amount is 0.00 UAH, a citizen may apply for a benefit. In this case, it will be granted starting from the month of application.
The Pension Fund reminded that to receive the benefit, a person must be listed in the Register of Persons Eligible for Benefits.
To do so, the following must be submitted:
- an application for inclusion in the Registry;
- a separate application for the benefit.
Once the appropriate status has been granted, the person may take advantage of the state-provided discount on certain housing and utility services.
In accordance with Article 15 of the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection,” families of fallen or deceased Defenders of Ukraine are entitled to a 50 percent discount on:
- housing within established limits;
- payment for housing and utility services and liquefied petroleum gas for domestic use within established consumption limits;
- the purchase of household heating fuel, including liquid fuel, within established limits and price caps.
Separately, the Pension Fund of Ukraine (PFU) noted that for families consisting solely of individuals unable to work—specifically, those consisting only of retirees—a 50 percent discount applies to gas for home heating for a heating area twice the standard size.
“For families consisting solely of individuals unable to work (for example, only retirees), a 50 percent discount is provided on gas used for home heating for twice the standard heated area (42 square meters per person eligible for the discount and 21 square meters per family),” the Pension Fund of Ukraine emphasized.
If, at the start of the heating season, a beneficiary wishes to reapply for a housing subsidy, they must contact the Pension Fund and submit the appropriate application.
At the same time, during the next non-heating season, the benefit will be automatically renewed if the amount of the housing subsidy awarded is again 0.00 UAH.
Thus, the right to the benefit can be exercised even in a situation where the subsidy is formally granted but its amount is zero.

Earlier, the Ukrainian government officially introduced a new procedure for reimbursing housing and utility costs for facilities hosting evacuated citizens.
As a reminder, the government has expanded rental compensation for veterans.
The government has also submitted a bill to the Verkhovna Rada regarding compensation for destroyed housing.
