21 fake soldiers were found in Oberiz
According to investigators, an official at the Ivano-Frankivsk District Military Registration and Enlistment Office entered false information about conscripts into the “Oberig” system. As a result, 21 men were listed as having allegedly been assigned to military units and serving, even though they had not actually been drafted into the army.
Employees of the State Bureau of Investigations notified the deputy head of the Ivano-Frankivsk District Military Registration and Enlistment Office—who also headed the mobilization department—that he was under suspicion. According to the investigation, the official had access to the “Oberig” system and used his own digital key, username, and password. Using this access, he altered the information in the registration records of those subject to military service.
Investigators determined that the first such incident occurred in June 2025. At that time, the official entered data into the system indicating that a man had allegedly been enlisted in a military unit and removed from the military registry. However, in reality, this man had never served in the military and had never been drafted.
According to the State Bureau of Investigation (DBR), the official did not stop there. From November 2025 to January 2026, he similarly altered the data for another 20 conscripts. All 21 men appeared in the system as active-duty service members. In reality, however, they were not drafted into the military and did not serve. According to the investigation, one of the reasons for these actions may have been a desire to artificially improve the mobilization plan’s performance metrics.
In other words, on paper, the number of conscripts could appear higher than it actually was. The State Bureau of Investigation (DBR) is also currently investigating whether a corruption scheme was behind these actions. Investigators are determining whether the official or anyone else received money for entering false information into the system.
The official has already been notified of suspicion of unauthorized actions involving information in automated systems by a person authorized to access it, committed, in particular, on multiple occasions. This pertains to Parts 1 and 3 of Article 362 of the Criminal Code of Ukraine. The penalty under this article provides for up to six years of imprisonment.
Investigators from the State Bureau of Investigation (DBR) have filed a motion with the court requesting that a preventive measure be imposed on the lieutenant colonel. At the same time, the investigation is still ongoing. Law enforcement officials are establishing all the circumstances of the case, identifying the possible circle of individuals involved, and determining whether anyone received an unlawful benefit from entering false data. At this stage, this is merely a suspicion, not a proven guilt. The court will provide the final legal assessment of the official’s actions. This was reported by the State Bureau of Investigations.
