The Verkhovna Rada is proposing to raise the minimum wage to 12,000 hryvnias

A bill has been introduced in the Verkhovna Rada of Ukraine that calls for a phased increase in key social standards, including the minimum wage and pensions. The initiative calls for raising the minimum wage to 12,000 hryvnias in two stages, as well as adjusting pension benefit levels in line with the proposed changes.

The proposal calls for an increase in the subsistence minimum, the minimum wage, and pensions starting July 1, 2026.

The authors of the document explain the need for these changes by citing rising inflation, higher food and utility costs, and a general increase in the cost of living.

The bill provides for raising social standards in two stages—starting in July and October 2026.

Specifically, the minimum subsistence level is proposed to be increased to 9,906 hryvnias starting July 1. As early as October 1, it could rise to 10,180 hryvnias.

For comparison, the current subsistence minimum in Ukraine is significantly lower. Many social benefits, allowances, and fines depend on this figure.

The bill also provides for an increase in the minimum old-age pension.

Starting in July, it is proposed to set it at 7,387 hryvnias. And as early as October, the minimum pension could rise to 7,591 hryvnias.

In addition, the bill proposes raising the minimum wage.

Starting July 1, 2026, the minimum wage could be 11,183 hryvnias. Starting in October, it is planned to increase it to 12,160 hryvnias.

If the law is passed, this will be one of the largest increases in social standards in recent years.

Earlier, the Verkhovna Rada of Ukraine passed in the second reading and as a whole a law on the integration of the electricity markets of Ukraine and Europe. This refers to draft law No. 12087-d, which provides for the integration of the Ukrainian energy market with the European one.
