A bill on mandatory identification of TCC employees has been registered in the Verkhovna Rada

Bill No. 15176 has been registered in the Verkhovna Rada of Ukraine, proposing the introduction of mandatory visual identification for military personnel at territorial recruitment and social support centers (TRSCs and SSCs). 

This is reported by Sud.ua.

The document stipulates that military personnel of the TSCs must wear a special chest badge with an individual number on their uniforms while performing their duties. Concealing the badge or making it difficult to read the information is prohibited, as is restricting the recording of data by technical means.

Separately, the bill establishes rules for communicating with citizens: a TCC representative is required to state their last name and position, as well as present their service ID upon request. The document must be made available for review without being handed over.

The bill’s sponsors explain that the aim of the changes is to counter instances of unauthorized individuals wearing military uniforms and posing as TCC representatives. They also cite cases involving organized groups that, under the guise of military personnel, may have committed offenses, including unlawful detention of individuals and extortion.

The explanatory note emphasizes that the lack of clear identification complicates the verification of military personnel’s authority and affects the level of public trust in the TCC’s work.

It is expected that the introduction of identification badges and new communication rules will ensure greater transparency in the TCC’s operations, enhance the personal accountability of military personnel, and reduce the risk of abuse.

As a reminder, in the first quarter of 2026, the Office of the Verkhovna Rada Commissioner for Human Rights received 1,657 complaints regarding possible violations by the TCC and the Joint Staff. Citizens most often file complaints due to non-compliance with procedures during mobilization activities.

The reform of the TCC is still in development; we cannot disclose details yet — Svyrydenko.
