A bill on fair reservation practices has been introduced in the Rada
A bill has been introduced in the Verkhovna Rada proposing the introduction of a mechanism for “fair exemption and participation in national defense.” The initiative calls for new approaches to regulating exemptions from mobilization and is currently under consideration by parliament.
This is stated on the parliament’s official website.
“The purpose of the bill is to legislatively regulate the issue of ensuring the fairness of the exemption mechanism and the involvement of exempted individuals in defense to increase trust in the state, reduce corruption risks, and support the combat readiness of Ukraine’s defense forces,” the explanatory note states.
The bill proposes the adoption of the Law of Ukraine “On Fair Reservation and Participation in Defense,” which will stipulate that:
- The state shall establish by law clear and uniform reservation rules for all;
- the categories of persons eligible for conscription, the grounds for conscription, and the time limits for conscription shall be established exclusively by law;
- it is prohibited to establish a person’s reservation on an indefinite basis;
- reservations shall be reviewed on a regular basis for compliance with the requirements established by law;
- reserve personnel must participate in the defense of the state in one of the following ways: employment at
- a critical infrastructure facility; service in the reserves; making targeted contributions to defense;
- the state maintains a Registry of Reserved Persons, which includes data on all reserved persons;
- the personal data of reserved individuals, as well as information about them that could identify the critical infrastructure facility where they work, is anonymized in the register of reserved individuals.
