A petition regarding new rules for migrant workers has been submitted to the Verkhovna Rada

An online petition was posted on the website of the Cabinet of Ministers of Ukraine on May 14, proposing the introduction of mandatory integration standards for labor migrants and tighter controls in the area of migration policy.

The authors of the document state that the growth of labor migration requires more systematic regulation, particularly taking into account the experience of EU countries.

Key proposals include:

  • mandatory signing of a declaration pledging compliance with the Constitution, the laws of Ukraine, and fundamental social values;
  • mandatory integration courses in the Ukrainian language, law, and culture before starting work;
  • stricter selection criteria for migrants, taking into account “integration risks”;
  • a deportation mechanism in case of violation of the law or obligations;
  • public reporting on the number, origin, and status of labor migrants;
  • a ban on the formation of ethnic enclaves;
  • stricter naturalization requirements, including at least 7 years of legal residence, language proficiency, and a clean criminal record;
  • holding public hearings on any changes to migration policy.

The petition notes that Ukraine is increasingly attracting foreign workers, and the lack of clear integration requirements, according to the authors, may create social risks.

In particular, they cite the experiences of France, Germany, and Sweden and argue that the goal is to prevent potential problems in the area of social integration.

The document also cites data on the increase in the number of work permits for foreigners: approximately 6,100 in 2024 and 9,600 in 2025.

Separately, the authors refer to an alleged statement regarding a review of the list of countries posing a migration risk, linked to the leadership of the Office of the President.

The petition emphasizes that the proposals are not discriminatory in nature but are aimed at protecting national interests, security, and cultural unity.

The collection of signatures for the document will continue for another 92 days.
