A new acting director has been appointed at the CPD
On October 1, Anait Khoperiou was appointed acting director of the Center for Countering Disinformation under the National Security and Defense Council of Ukraine. She has been working at the Center since 2021 and has risen through the ranks from international cooperation manager to deputy director. In this role, Khoperia will continue the Center’s work in countering information threats.
Anahit Khoperia has become the new acting head of the Center for Countering Disinformation under the National Security and Defense Council of Ukraine. The NSDC announced her appointment on October 1. Prior to this, Khoperia served as deputy head of the Center. She has been working at the Center since June 2021 and has held several positions during that time. The NSDC noted that in her new role, Hoperia will continue working to counter information threats and strengthen Ukraine’s information resilience.
What is known about Anait Khoperia
Anahit Khoperia is a lawyer by training. In 2015, she graduated from the Law Faculty of Taras Shevchenko National University of Kyiv and earned a master’s degree in law. In 2023, Khoperia defended her dissertation. She earned a Ph.D. in Law from the Academician F. G. Burchak Research Institute of Private Law and Entrepreneurship at the National Academy of Legal Sciences of Ukraine.
Khoperia began her professional career in the fields of international law and public administration. From 2015 to 2016, she worked as an assistant to an international expert at the National Anti-Corruption Bureau of Ukraine. This work was supported by the British Embassy. From 2018 to 2019, Hoperia served as a senior specialist in the Department of International Disputes at the Ministry of Justice of Ukraine.
After that, for two years, she served as a state inspector in the Legal Support Department of the State Tax Service of Ukraine. From 2020 to 2021, Hoperia was involved in international cooperation at the Department of Information Policy and Public Relations of JSC “Ukrzaliznytsia.”
Work at the Center for Countering Disinformation
Khoperia joined the Center for Countering Disinformation under the National Security and Defense Council in June 2021. Since then, she has gradually risen to leadership positions. Khoperia served as deputy head of the Center. She also headed the Department for Countering Information Threats to National Security.
As part of the Center’s work, she participated in international events and meetings dedicated to information security and countering disinformation. In particular, in 2023, Khoperia represented the Center at the Riga Conference. At that time, she spoke about the Center’s work and the fight against Russian disinformation.
In 2026, Khoperia also participated in international events on information threats. In July, together with representatives of the Center and the European External Action Service, she presented a report on Russian information campaigns targeting Ukraine’s European orientation. Separately, Khoperia completed training programs at the Aspen Institute Kyiv and Total Defense. She also participated in the U.S. State Department’s International Visitor Leadership Program (IVLP).
Who headed the CPD before this
The previous head of the Center was Andriy Kovalenko. He had led the Center for Countering Disinformation since January 2024. On September 28, 2026, Volodymyr Zelenskyy signed Decree No. 971/2026 dismissing Kovalenko from his position as head of the Center for Countering Disinformation. The decree stated only the decision to dismiss him, without explaining the reasons.
Following this, Anait Khoperia was appointed to serve as acting head of the Center. The Center for Countering Disinformation is a unit within the National Security and Defense Council (NSDC) that monitors the information space, identifies information threats, and counters disinformation campaigns. The Center was officially established in 2021. The Center for Countering Disinformation will now continue to operate under the leadership of Khoperia as acting head.
