The Verkhovna Rada will establish a temporary investigative commission to look into possible violations in the education sector and the activities of the Ministry of Education and Science

The Verkhovna Rada of Ukraine plans to establish a Temporary Investigative Commission (TIC) to investigate possible violations in the field of education and the activities of the Ministry of Education and Science.

This was announced by Oleksiy Ksenich, an education expert with the Public Council. 

The main areas of focus for the future commission include:
investigating potential violations of education laws,
analyzing the use of budget funds in education since 2023,
evaluating the effectiveness of the “New Ukrainian School” reform,
analyzing the optimization of the network of educational institutions and the situation with lyceums,
as well as investigating potential abuses by officials of the Ministry of Education and Science and the leadership of educational institutions.

It is proposed that 17 members of parliament be included in the TSC.

If the commission is established, the education sector can expect a large-scale parliamentary investigation.

According to preliminary information, MP Lyubov Shpak is expected to head the TSC.

As a reminder, on the morning of April 15, a judge of the Dniprovskyi District Court of Kyiv announced a verdict in the high-profile case regarding the purchase of equipment for shelters at inflated prices.

As a reminder, on Tuesday, April 14, the court held closing arguments between the prosecution and the defense. After they concluded, the court proceeded to render its decision.

Drozdova was accused of embezzling and misappropriating 462,000 hryvnias for the purchase of vegetable cutters for shelters and 1.3 million hryvnias for the purchase of chairs for shelters. In August 2025, Drozdova faced new charges. This time, they stemmed from the purchase of generators for school shelters at inflated prices. 

After the new charges were filed, Drozdova left Ukraine unhindered. On October 22, 2025, the Dnipro District Court held another hearing in the case of causing particularly large-scale damage to the budget through the purchase by the Education Department of the Dnipro District State Administration of the capital of vegetable cutters for bomb shelters and chairs. The main suspect in the schemes, Olga Drozdova, head of the administrative and economic department of the Education Department of the Dnipro District State Administration in Kyiv, once again failed to appear in court. 

In September 2025, the prosecutor’s office requested a search warrant and the arrest of Olga Drozdova, head of the department of the Dnipro District State Administration’s Education Department, who is accused in the case of purchasing vegetable cutters and chairs for bomb shelters at inflated prices.

A few months after she left the country, law enforcement authorities issued a warrant for the arrest of Olga Drozdova, the scandal-ridden head of the Administrative and Economic Department of the Education Department of the Dnipro District State Administration in Kyiv. 

Drozdova’s immediate supervisor, Natalia Ivanina, head of the Education Department of the Dnipro District State Administration in Kyiv, faces questions regarding the legality of her assets. Recently, the High Anti-Corruption Court seized Ivanina’s property. The decision was made based on a motion by the Specialized Anti-Corruption Prosecutor’s Office in a case involving unjustified assets.

According to sources in the Temporary Investigation Commission, Drozdova, who is in hiding in Turkey with a 7-year prison sentence, is expected to be summoned to court.
