Ukraine could receive about 20 billion euros from the EU defense fund
The Ukrainian defense industry could receive approximately 20 billion euros from the European Union’s rearmament program, which has a total budget of 150 billion euros. Funds not used by EU member states will be directed toward military support for Ukraine, European Commission President Ursula von der Leyen said in her annual address to the European Parliament.
Although the final amounts to be allocated to individual EU member states are still being determined, Ukraine’s defense industry can expect to receive approximately 20 billion euros.
The European Union approved the Security Action for Europe (SAFE) program in May 2025. It allows member states to receive preferential loans from a common fund for investments in defense, strengthening security, and the development and production of weapons.
Currently, 19 of the 27 EU countries are participating in SAFE. Some states, notably Germany, have declined to use these funds, stating their intention to finance their own rearmament independently.
The European Union plans to provide Ukraine with 920 million euros to restore and strengthen its energy infrastructure ahead of the winter season. This was announced by European Commission President Ursula von der Leyen.
